Ramsey H. Chew III concentrates his legal practice in the areas of premises liability and premises security for one of the nation’s largest retailers. Ramsey manages his own caseload and handles all aspects of his cases including discovery, motion practice and arbitration.

Prior to joining McDonnell & Associates, Ramsey served as an Assistant City Solicitor in the Philadelphia Law Department where he routinely tried cases of child abuse and neglect on behalf of the Department of Human Services in the Philadelphia Court of Common Pleas – Family Division.

While in law school, Ramsey served as a judicial extern for the Honorable John Milton Younge in the Philadelphia Court of Common Pleas - Civil Division. Ramsey was also a member of the Moe Levine Mock Trial Team where he participated in numerous law school trial competitions. Additionally, Ramsey was a member of the Alternative Dispute Resolution Society and came in first place in the society’s 2015 Negotiations Competition.

Ramsey is a native Philadelphian. He attended Central High School of Philadelphia and has deep roots in the Philadelphia area.

As an Assistant City Solicitor, Ramsey successfully tried a child abuse case in the Philadelphia Court of Common Pleas - Family division where a newborn child came in to care with severe unexplained injuries. By using testimony from an expert in pediatric child abuse, Ramsey convinced the judge that the parents were the only parties that could have caused the child’s injuries.

Ramsey successfully represented the Department of Human Services in a high-profile case surrounding the opioid epidemic. Ramsey convinced the trial court to hold its decision on whether a mother’s in utero drug use can be deemed “child abuse” under the Child Protective Services Law until the Pennsylvania Supreme Court ruled on a case with similar facts.

Ramsey wrote a powerful memorandum to the court arguing that the court should encourage pregnant women who are using illegal drugs during pregnancy to seek treatment for their unborn child’s benefit as well as their own. Ramsey’s work on this matter helped the Department of Human Services influence the Supreme Court to find that mothers who used drugs while pregnant were not child abusers. The Supreme Court’s findings also encouraged the City’s to increase its efforts to treat drug addicted mothers.
